before the date on which any payment of sums in lieu of taxes is due, the
State Treasurer shall present a bill to the United States, in the name of
the State, in the amount of such payment. The State Treasurer shall give
to the United States a receipt in the name of the State for all payments
of sums in lieu of taxes.

13. All payments of sums in lieu of taxes received by this State shall
be deposited in the General Fund, and shall become subject to appropriation
as a part thereof.
Maryland Emergency Housing and Park Commission.

14. It is necessary in the public interest to make provision for the
acquisition, construction and operation by an agency of this state of public
works as herein mentioned, and thereby provide additional centres for
housing and recreation; that the term "Public Works" as used herein shall
include housing and park projects with rentals within the means of wage
earners, and the demolition or abolition of unsanitary buildings and con-
ditions, and the rehabilitation of blighted areas by means of the construc-
tion of any of the works herein mentioned. That the acquisition, construc-
tion and operation of such public works are hereby declared to be essential
in the public interest.

15. The Governor is hereby authorized and directed to appoint five (5)
competent persons, citizens and residents of this state, who shall constitute
a commission known as the "Maryland Emergency Housing and Park
Commission"; the members of said commission shall be a body corporate
by the name and style of "Maryland Emergency Housing and Park Com-
mission" (hereinafter for the purpose of abbreviation referred to as "the
Commission"), with the right to use a common seal, to exercise all powers
granted to it in this sub-title, and to do any and all other corporate acts for
the purpose of carrying out the provisions of this sub-title; and said com-
mission shall be a public agent and trustee for the State of Maryland. The
first appointments hereunder shall be made on or before January 1, 1934,
upon which date the terms of office shall begin. The term of office of each
of said members shall be five ( 5) years; except that upon the first appoint-
ment, one of said members shall be appointed for a term of one year, one
of said members shall be appointed for a term of two years, one of said
members shall be appointed for a term of three years, one of said members
shall be appointed for a term of four years, and one of said members shall
be appointed for a term of five years; and thereafter, as the term of each
member shall expire, the Governor shall appoint his successor for a term
of five years. Any vacancy occurring at any time in the personnel of the
Commission shall be filled by the Governor's appointing a successor for
the unexpired term. The Governor shall designate as Chairman of the
Commission one of the commissioners so appointed by him. The members
of the Commission shall receive no salary, but shall be entitled to receive
their necessary and proper expenses for travel and otherwise out of any
monies available therefor in the hands of the Commission. The Commis-
