HOW AWARDED.

254. All scholarships to Blue Ridge College, Charlotte Hall, Mary-
land Institute, St. John's College, St. Mary's Female Seminary, Wash-
ington College and Western Maryland College, to which the Senatorial
Districts of Baltimore City and Allegany, Anne Arundel, Washington,
St. Mary's, Calvert, Garrett, Kent, Queen Anne's and Dorchester Counties
are entitled under the preceding sections of this sub-title, or under any
other provision of law, shall be awarded by the State Senator of the Legis-
lative District and of Allegany, Anne Arundel, Washington, St. Mary's,
Calvert, Garrett, Kent, Queen Anne's and Dorchester Counties entitled
thereto. The said scholarships shall be awarded only after competitive
examinations given by the said respective institutions and from the list of
successful applicants passing said examinations, the said list to be fur-
nished to the respective Senators by the respective institutions with the
grades of each applicant. Provided, however, that the said respective
Senators, in making said appointments, shall take into consideration the
financial condition of the parents or guardians of the several applicants,
and no applicant whose parents or guardians are able to pay said tuition
and/or board shall be appointed. All laws inconsistent with the provisions
of this Section are hereby repealed to the extent of such inconsistency.

Vocational Education.

255. The State of Maryland hereby accepts all of the provisions and
the benefits of an Act passed by the Senate and House of Representatives
of the United States of America, in Congress assembled, entitled "An
Act to provide for the promotion of vocational education; to provide for
cooperation with the States in the promotion of such education in agricul-
ture and the trades and industries; to provide for cooperation with the
States in the preparation of teachers of vocational subjects; and to appro-
priate money and regulate its expenditure," approved February twenty-
third, nineteen hundred and seventeen.1

256. The State Treasurer is hereby constituted and appointed the
custodian of the moneys paid to the State of Maryland for vocational edu-
cation, under the provisions of such Act, and such moneys shall be paid out
in the manner provided by such Act for the purposes therein specified.

The State Board of Education of the State of Maryland is hereby desig-
nated as the State Board for the purpose of carrying into effect the pro-
visions of such Act, and is hereby authorized and directed to cooperate
with the Federal Board of Vocational Education in the administration and
enforcement of its provisions, and to perform such official acts and exercise
such powers as may be necessary to entitle the State to receive its benefits,
including the power to prescribe standards of instruction and qualifica-
tions for teachers employed in schools receiving benefits under this sub-
title, and to issue certificates for such teachers.
