152. There shall be maintained at each white State normal school
courses of study designed for the preparation of teachers for the elementary
schools, and requiring for graduation a total of not less than three years'
work. Said courses of study may include specialized instruction in the
practical arts, in public school music, and in such other special fields as
may be determined by the State Board of Education on recommendation
of the State Superintendent of Schools. Graduation from a standard four-
year high school course, or equivalent preparation, shall be required for
admission to such courses.

153. After June 1, 1933, white students regularly admitted to or en-
rolled in any class at the State normal schools from the City of Baltimore
and the several counties, who shall obligate themselves to teach in the
State of Maryland, shall pay such uniform fees and tuition charges as may
by fixed by the State Board of Education. Other students who possess the
prescribed qualifications may be admitted to these schools, in the discretion
of the board of trustees, on payment of an additional fee as determined by
the board of trustees.

154. The several and respective sums hereafter appropriated by the
General Assembly for the erection of buildings, or additions, repairs, up-
keep, maintenance and support of each of the state normal schools shall,
unless otherwise specified and provided, be paid in equal instalments on
the first day of January, March, June and October to the treasurer of the
state board of education. On or before said dates, the Comptroller shall
draw his warrant on the treasurer of the State of Maryland for the respec-
tive amounts due on said dates to the treasurer of the state board of edu-
cation. On receipt of the warrant of the Comptroller, the Treasurer of
the State of Maryland shall immediately pay the amount due on said dates
to the treasurer of the state board of education, and the same shall be
paid to and applied by the board of trustees of the state normal schools to
the payment of teachers' salaries, clerical and other assistance, for the pur-
chase of apparatus, school furniture, text books, library and reference
books, stationery, light, fuel, and for other necessary expenses in main-
taining and supporting the respective state normal schools, and when
special appropriations are made for the erection of buildings or additions
or unusual repairs the same shall be used for the special purpose. The
treasurer of the state board of education shall make, on or before January
the first of each year, to the Governor, a report of the receipts and disburse-
ments of each of the state normal schools.

155. All donations or bequests of money or personal property, and all
grants or devises of lands for the benefit of any state normal school or
normal department shall be held in trust by the state board of education.
