282 ARTICLE 4

of the parent or guardian as to the place of commitment shall be respected
unless good cause to the contrary be shown. The said County Commis-
sioners shall have power to place foundlings in any proper institution or
agency qualified as aforesaid. The County Commissioners of the respec-
tive counties of this State are hereby authorized to levy and collect such
an amount as is in their opinion may be necessary and proper to carry
out the provisions of this section.
