powers or duties herein conferred upon the Comptroller or any other State
official shall be deemed to relieve local officials from this duty of enforce-
ment and prosecution. Nothing herein shall be deemed to restrict in any
manner the appropriation of funds by the political subdivision of this
State to aid in the enforcement of the provisions of this Article.

95. In Dorchester County every voter, who signs the certificate sup-
porting the application for license, shall have resided in the voting pre-
cinct in which the applicant proposes to do business, for three hundred
and sixty-five consecutive days immediately prior to the date of the filing
of such application, and the signature of any person who 'does not meet
the requirements of Section 13 of said Article and of this section, shall be
null and void.

96. It shall be unlawful for any person, firm or corporation holding
license under the provisions of this Article, to sell or serve beer on the
Sabbath Day in Dorchester County; and any person violating the pro-
visions of this section shall, upon conviction thereof, be deemed guilty of
a misdemeanor and shall be fined not less than five ($5. 00) dollars and
not more than twenty-five ($25. 00) dollars.

97. In Dorchester County it shall be unlawful for any person to dis-
play or drink in any bar, restaurant, tavern, or any other licensed place,
any alcoholic beverage other than that which may be lawfully sold by the
licensee therein. Any person who drinks or displays any such beverage in
violation of the provisions hereof, shall be deemed guilty of a misdemeanor
and, upon conviction thereof, shall be fined not less than five ($5. 00)
dollars nor more than twenty-five ($25. 00) dollars. And all licensees of
Hotels, Restaurants and Taverns are hereby required to post at least four
conspicuous notices in their place of business with the following words:
Unlawful to Drink or Expose Liquor upon these Premises.

98. Should any section, or part of a section of this Article be held to be
invalid for any reason, such holding shall not be construed as affecting the
validity of any remaining section or part of a section of this Article, it be-
ing the legislative intent that the remainder of this Article shall stand, not-
withstanding the invalidity of such section or part of a section and it is
hereby expressly declared that if the provisions of this Article, authorizing
the creation of any Board of License Commissioners, should be declared to
be invalid by any Court of competent jurisdiction, the licenses theretofore
issued by the Clerks of the several Courts, upon the approval of any such
Board, pursuant to the provisions of this Article, shall nevertheless be valid,
and in such event the Clerks of the several Courts shall be authorized to
exercise the rights, powers and duties of the Boards of License Commis-
sioners until June 1, 1934, when the said Boards of License Commission-
ers shall be appointed as herein provided, and thereafter assume and dis-
charge the powers and duties conferred by this Article. 1
