An. Code, 1924, sec. 49. 1933 (Special Sess. ), ch. 2, sec. 49.

85. (Power to Summon Witnesses. ) For the purpose of all hearings
and inquiries which the Comptroller, the Board of License Commissioners
for any county or Baltimore City, or the Bureau of State Licenses are au-
thorized to hold and make, the said official, Boards and Bureau, and the
respective members thereof, are authorized to issue summons for wit-
nesses, and to administer to them oaths or affirmations, and all summons
so issued shall be served by the Police Department of the City of Balti-
more or by the Sheriff of any of the Counties. If any witness so sum-
moned shall refuse or neglect to attend, or attending, refuse to testify,
the said official issuing the summons shall report the facts to the Superior
Court of Baltimore City, or the Circuit Court for the County, as the
case may be, and said Court is hereby authorized and directed to proceed
by attachment against said witness in all respects as if said neglect or
refusal had been by a witness summoned to appear in said Court in a case
pending before it.

86. (Rules and Regulations. ) In addition to the powers otherwise
provided by this Article, the Comptroller, the Board of License Commis-
sioners for any County or Baltimore City, or the Bureau of State Licenses
shall, respectively, have full power and authority to adopt such reasonable
rules and regulations as they may deem necessary to enable them to effec-
tively discharge the duties imposed upon them by this Article.

1939, ch. 775, sec. 51.

87. The Comptroller is hereby directed and empowered to make,
amend, alter and publish rules and regulations for the proper enforce-
ment of his duties under this Article. He is authorized to adopt rules and
regulations in regard to labeling and advertising similar to those adopted
by the Federal Alcohol Administration, credit sales, records to be kept by
licensees and others engaged in the business, and such other subjects as
may be deemed necessary for the proper administration of his duties under
this Article; provided such rules and regulations in regard to labeling of
beer shall not apply to any label advertised and/or in use as of March 1,
1939. Any violation of any rule or regulation adopted hereunder, shall
be ground for revocation or suspension of license, and the offender shall
be subject to the penalties prescribed by Section 90 of this Article.

88. The Comptroller shall include in his annual reports statements
giving statistical information as to the alcoholic beverages business in this
State, which, in his opinion, shall be of interest to the public and industry;
it being the intent and purpose of this Section to furnish a basis for
annual comparison as to the scope of the industry in Maryland, and the
consuming habits of Maryland residents.

89. Every person operating a warehouse or location within the State
