73. The Liquor Control Board shall keep accurate records of all
purchases of alcoholic beverages, which records shall be open to inspection
by the Comptroller or any of his deputies during all regular business hours,
and shall also prepare and forward to the Board of County Commissioners,
a report for the period ending on April 30th in each year, which report
shall contain a full and complete statement of the business transacted
by the Board and the results of the operation of the dispensaries or branch
dispensaries established under the authority of this section.
All net profits arising from the operation of said dispensaries shall be
first applied towards the payment of any and all sums advanced to or
borrowed by the Liquor Control Board. After such sums have been paid,
the said Board shall be authorized to create and maintain a reserve fund
not to exceed Five Thousand Dollars ($5, 000. 00), to provide adequate
working capital and to meet any losses that may be sustained by the Board
in the operation of such dispensaries. Seventy-five per centum (75%) of
all net profits in excess of the above shall belong to and be paid over to the
County Commissioners of Somerset County on or before May 1st in each
and every year, and the remaining twenty-five per centum (25%) shall,
on or before June 1st each year, be paid to the Mayor and City Council
of Crisfield and Princess Anne to be divided equally.
The amounts paid to the Mayor and Council of Crisfield and Princess
Anne shall be used for general municipal purposes. 1

74. (Liquor Control Board—Powers and Duties; County Dispen-
saries. ) In Talbot County, there shall be a Liquor Control Board con-
sisting of three members who shall be appointed by the Governor, by and
with the advice and consent of the Senate, for a term of six years, but of
those first appointed, one shall be for a term of two years, one for a term
of four years, and one for a term of six years, and thereafter their suc-
cessors shall be appointed for a term of six years. The Board shall organ-
ize by electing its own Chairman. In case of a vacancy, the vacancy shall
be filled by the Governor for the unexpired term. The members of said
Board shall receive as compensation a salary of five hundred dollars
($500. 00) per year and, in addition thereto, the Chairman of said Board
shall receive a salary of two hundred and fifty dollars ($250. 00) per year,
which salaries, together with the necessary office, clerical and investiga-
tional expenses of the Board shall be paid by the County Commissioners of
Talbot County out of receipts from licenses for the sale of beer and other
alcoholic beverages and/or from profits.
The said Board shall have the power to approve or disapprove all ap-
plications for licenses for the sale of beer in Talbot County and shall have
and exercise all the powers granted to and perform all the duties imposed
by this Article upon Boards of License Commissioners in regard to grant-
ing, rejecting or refusing applications for such licenses.

75. The said Board shall have full power and authority to establish
and maintain at Easton, St. Michaels and Trappe stores to be known
