(f) Exercise all of the powers and perform the duties defined by Article
88A of the Annotated Code of Maryland.

6. (Duties of County Departments.) The County Departments shall
(a) Administer the provisions of this Article in the respective counties
subject to the rules and regulations prescribed by the State Department
pursuant to the provisions of this Article;
(b) Report to the State Department at such times and in such manner
and form as the State Department may from time to time direct;
(c) Submit annually to the County Commissioners or the Mayor and
City Council of Baltimore, as the case may be, after approval by the State
Department, a budget containing an estimate and supporting data setting
forth the amount of money needed to carry out the provisions of this
Article;
(d) Exercise the powers and perform the duties defined by Article 88A
of the Annotated Code of Maryland.

7. (Application for Assistance.) Application for assistance under this
Article shall be made to the County Department of the county in which the
applicant resides. The application shall be in writing or reduced to writing
in the manner and upon the form prescribed by the State Department.
Such application shall contain a statement of the. amount of property, both
personal and real, in which the applicant has an interest, including prop-
erty held jointly or as tenants by the entireties, and of all income which he
may have at the time of the filing of the application, and such other infor-
mation as may be required by the State Department. All assistance granted
and/or payments made on applications heretofore signed by the applicant
and witnessed, shall be deemed valid payments for the purposes of this
Article.

8. (Investigation of Application.) Whenever a County Department
receives an application for assistance under this Article, an investigation
and record shall promptly be made of the circumstances of the applicant
in order to ascertain the facts supporting the application and in order
to obtain such other information as may be required by the rules of the
State Department.

9. (Granting of Assistance.) Upon the completion of such investiga-
tion the County Department shall decide whether the applicant is eligible
for assistance under the provisions of this Article, and determine in accor-
dance with the rules and regulations of the State Department the amount
of such assistance and the date on which such assistance shall begin. The
County Department shall notify the applicant of its decision. Such assis-
tance shall be paid monthly to the applicant upon order of the County De-
partment from funds allocated to the County Department for this purpose.
Should the fund or funds available be sufficient to permit a grant to only
a part of the aged persons coming within the provisions of this Article, the
County Department shall select in its discretion those in most urgent need
of such assistance.
