258 ARTICLE 2B

In the City of Annapolis, the Mayor, Counselor and Aldermen of the
City of Annapolis shall have power to receive applications for beer licenses,
Classes A, B, C and D, and for beer, wine and liquor licenses, Classes
A, B and C, for places of business located in the City of Annapolis, and
shall have power to approve or disapprove such applications, and shall
have power to fix the fees for all such licenses in said City; in the event
of approval they shall issue a certificate to the Clerk of the Circuit Court
for Anne Arundel County, which shall be sufficient authority to said Clerk
to issue the license upon the payment of the fee prescribed. They shall
have the power to make and enforce such rules, regulations and restric-
tions, in addition to, or in substitution of, those contained in this Article,
but not inconsistent therewith, as in the judgment of said Mayor, Coun-
selor and Aldermen of the City of Annapolis would give said municipality
more effective control of each of said places of business. Provided, that
nothing in this Article contained shall be construed to repeal or modify any
of the provisions of Section 54 of Article 2 of the Code of Public Local
Laws of Maryland, forbidding the sale of intoxicating liquor to midship-
men and others, as stipulated in said Act.

The salaries of the members of the said Boards of License Commis-
sioners shall be as follows:

In Baltimore City, the Chairman of the Board shall receive an annual
salary of Thirty-five Hundred Dollars ($3, 500. 00), and the other members
of the Board shall receive an annual salary of Three Thousand Dollars
($3, 000. 00).

In Calvert County each of the members of the Board shall receive an
annual salary of Two Hundred Dollars ($200. 00).

In Prince George's County each of the members of the Board, except
the chairman thereof, shall receive an annual salary of Seven Hundred
and Fifty Dollars ($750. 00); and the chairman thereof shall receive an
annual salary of One Thousand Dollars ($1, 000. 00). The clerk of the
board who shall be the clerk to the Board of County Commissioners shall
receive an annual salary of Two Hundred and Fifty Dollars ($250. 00)
as clerk to said License Board; the attorney for the board shall receive
an annual salary of Two Hundred and Fifty Dollars ($250. 00), and the
said board shall be authorized to expend such additional sum or sums as
may be necessary, not exceeding Two Hundred and Fifty Dollars
($250. 00), per annum, to cover stenographic and other expenses.

In Washington County, the Board of License Commissioners, consisting
of three persons, not more than two of whom shall belong to the same
political party, shall be appointed by the Governor, by and with the advice
of the Senate, for a term of six years. Each member of the Board shall be
entitled to receive an annual salary of Fifteen Hundred ($1, 500. 00) Dol-
lars payable monthly from the license fees derived from the issuance of
license fees authorized by this Article. No member or employee of the
Board shall have any pecuniary or other interest in any phase of the manu-
facture, sale or distribution of any alcoholic beverages.

In Cecil County the members of the Board of County Commissioners
shall each receive, in addition to their present salaries, Two Hundred Dol-
lars ($200. 00) per annum for their services in acting as members of the
Board of License Commissioners of said county.

In Dorchester County the members of the Board of County Commis-
sioners shall each receive, in addition to their present salaries, One Hun-
