Assistant Wardens, Assistant Deputy Wardens, Chaplains and Consulting
Physicians employed by the Maryland House of Correction; the physicians
employed by the State Insurance Department; the Custodian of. Works
of Reference and indexers and cataloguers employed by the State Li-
brarian ; the physicians on the staff of the State Teachers' College at .Tow-
son ; the Assistant Wardens, Consulting Physicians and Chaplains of the
Maryland Penitentiary; the Shorthand Reporter of the Public Service
Commission; the Archival Assistants, Manuscript Repairer's Assistants,
General Assistants, secretaries,'janitors, watchmen and other employees of
the Hall of Records; the several officers, chief clerk, clerks, bookkeepers,

investigators, stenographers and. other .employees of the Maryland Veter-
ans Commission; the Executive Secretary of the State Planning Commis-
sion; the Superintendent and bookkeepers of Montrose School for Girls;
the Superintendent of Maryland Training School for Boys; and all em-
ployees of the State Roads Commission taken into the Merit System by
executive order on or about January 1, 1939, including among others the
following: the Chief Engineer, Consulting Engineers, Workmen's Com-
pensation Administrators, Workmen's Compensation Investigators and
Sign Permit Inspectors; it being the intention of this Act to take out of
the Classified Service of the State, and out of the State Merit System,
such offices and places and personnel as were added to same by the recent
executive order of the Governor, in the manner provided by. Code, Article
64A, Section 25.

4. There shall be appointed by the Governor a person of ability and
integrity who shall be known as' the Commissioner of State Employment
and Registration, and who shall hold office for a term of six years and until
his successor shall qualify. The term of the first Commissioner appointed
under the provisions of this Article shall begin on October 1st, 1920. Any
vacancy shall be filled by the Governor for the unexpired term. The
Governor may remove the Commissioner for official misconduct, incom-
petency or neglect of duty.. The Commissioner shall receive a salary of
five thousand dollars ($5000) per year.

The Commissioner shall appoint a Secretary¹ who shall perform such
duties as the Commissioner may prescribe, and who shall receive the
salary appropriated in the Budget Bill. The Commissioner may appoint
his employees and may incur expenses for office rent, printing, advertising,
stationery, salaries of employees and other expenses incidental to the
administration of this Article, within the limits of the amounts appropriated
therefor by the General Assembly in the Budget Bill......

The employees of the Commissioner, excluding his Secretary, shall be
included in the classified service, provided, however, that within three
months from October 1, 1920, the Commissioner may select his employees
in any way he sees fit in order to begin work under this Article promptly.

The Commissioner shall make an annual report on or before January

:lst in each year to the: Governor concerning his work and proceedings and
shall include therein any recommendations he deems advisable in regard
to conditions in service of the State—classified and unclassified. All rules
of the Commissioners shall be open to public inspection at the office of the
Commissioner.
