every two years; and the governor shall have power, in the case of any
vacancy occurring in any of said classes from death, resignation, removal
from State, failure to qualify within thirty days after the first day of May,
following their appointment, or from any cause whatever, to appoint a
person or persons to fill such vacancy or vacancies for the balance of the
term of said class.

64. The board of managers of the Crownsville State Hospital, as
named in section 62, are hereby authorized, empowered and directed to
purchase a tract or tracts of land to comply with the provisions and re-
strictions contained in section 61; and upon which tract or tracts the said
board of managers of the Crownsville State Hospital shall immediately
proceed to the erection, construction and equipment of suitable buildings
to care for such of the negro insane of the State of Maryland as may be
sent and duly committed to the said hospital, from time to time, in ac-
cordance with the general provisions of the acts of the general assembly
of Maryland, relative to the care and treatment of the insane of the State.

65. All proper expense incurred by the said board of managers of the
Crownsville State Hospital in having plans and specifications made for
the erection, construction and equipment of the Crownsville State Hos-
pital shall be payable out of the funds to be provided in the loan authorized
by the act of 1910, chapter 250.

66. Three members of the Board of Managers of the said Crowns-
ville State Hospital shall constitute a quorum for the transaction of busi-
ness, and as such shall be authorized, on behalf of the Board, to do all acts
and to exercise all powers which the said Board is authorized by law to do
or to exercise.

Eastern Shore State Hospital.

67. There shall be established on the Eastern Shore, in the State of
Maryland, an institution for the detention and care of such white insane
persons of the State as may be duly committed or sent to said institution
or hospital, which shall be called the "Eastern Shore State Hospital"
and which shall be under the control of the board of managers as herein-
after provided.

68. The said Board of managers of the "Eastern Shore State Hos-
pital" shall consist of the Governor, ex officio, State Treasurer, Comp-
troller of the Treasury, for the time being, and nine other persons, one from
each county of the Eastern Shore, and the board so created shall constitute
a body corporate under the title of the "Eastern Shore State Hospital,"
and shall have power to make such by-laws, rules and regulations, not
inconsistent with the law as they may deem necessary and proper for the
public welfare and the best interests of the institution and its inmates,
