charge against the State at Large. The amount incurred by any county
of this State, or by the State for treatment and maintenance for any in-
sane person in the State hospitals for the insane and Rosewood State
Training School shall be a charge against the estate of such person as
provided in Section 4.

This section referred to in dealing with state's liability under act of 1914, ch. 778,
for support of dependent insane at Sylvan Retreat (owned and operated by Allegany
County). Allegany County v. Lunacy Commission, 127 Md. 165.

50. The Board of Mental Hygiene shall have power and authority to
make arrangements with similar bodies in other States, whereby insane,
lunatic or feeble-minded persons who are being cared for at public expense
in any asylum or institution for the care of the insane in this State
(other than persons who shall have been transferred thereto from penal
institutions, and the terms of whose sentences to such penal institutions
shall not have expired), and who are citizens or residents of such other
States, may be transferred at the expense of this State to similar institu-
tions in such other States, and whereby insane, lunatic or feeble-minded
persons who are being cared for at public expense in such asylums or insti-
tutions of other States (other than persons who shall have been transferred
from penal institutions, and the terms of whose sentences to such penal
institutions shall not have expired) and who are citizens or residents of
this State, may be transferred at the expense of such other States to similar
institutions in this State, provided that nothing in this section contained
shall prevent the Department of Welfare of Baltimore City from making
such arrangements for the return to other places in the United States of
insane persons found in Baltimore City who are residents of such other
places, and for the return to Baltimore City of insane persons re'sident
therein, who may be found in other places in the United States, as said
Department of Welfare has made or may hereafter, make in accordance
with regulations which said Department of Welfare has heretofore adopted
or which it may hereafter adopt.

51. Rosewood State Training School, a corporation duly incorporated
by the Act of 1888, Chapter 183, under the name of "The Visitors of the
Asylum and Training School for the Feeble-Minded of the State of Mary-
land," with the powers and duties in said Act specified and organized
thereunder, shall receive, care for and educate all idiotic, imbecile and
feeble-minded persons of this State whom the Board of Visitors shall con-
sider proper subjects to receive the benefit of said asylum and training
school, who shall be certified to them by the County Commissioners of
the several counties of this State, or by the Department of Welfare of Bal-
timore City, formerly the Board of Supervisors of City Charities of Balti-
more City; and all such persons shall remain in the/care, custody and con-
trol of the visitors of said institution, and the visitors of said institution
are hereby authorized to retain all such persons in their care, custody and
