and wings of any motor vehicle any glass other than such glass as is re-
quired by this Sub-section (4).

(5) The Commissioner of Motor Vehicles shall compile, maintain and
publish a list of types of glass by name approved by him as conforming
to the specifications and requirements for safety glass as hereinafter set
forth and defined in Sub-section (7) of this Section 195 and shall not
register any motor vehicle which is subject to the provisions of this Sec-
tion 195 unless such motor vehicle is equipped as herein provided with an
approved type of safety glass and shall suspend the registration of any
motor vehicle so subject to this Section 195 which the Commissioner of
Motor Vehicles shall find is not so equipped until it is made to conform
to the requirements of this Section 195.

(6) The owner and operator of any motor vehicle operated in violation
of the provisions of Sub-sections (1) and (2) of this Section 195, any
person selling any motor vehicle in violation of the provisions of Sub-
section (3) of this Section 195, and any person having glass replaced and
any person installing glass in any motor vehicle in violation of the pro-
visions of Sub-section (4) of this Section 195 shall be guilty of a mis-
demeanor and upon conviction shall be punishable by a fine of Five Dol-
lars ($5) to Fifty Dollars ($50), or by imprisonment not to exceed one
(1) year, or by both. In case of the violation of any provision or pro-
visions of this Section 195 by any common carrier or person operating
under a permit issued by the Public Service Commission of Maryland,
said permit shall either be revoked, or, in the discretion of said Commis-
sion, suspended until said provision or provisions are complied with to
the satisfaction of said Commission.

(7) The term "safety" glass, as used in this Section 195 shall be con-
strued to mean and include any product composed of glass, so manufac-
tured, fabricated or treated as substantially to prevent shattering and
flying of the glass when struck or broken. The word "person," as used in
this Section 195, shall mean and include natural persons, associations, part-
nerships and corporations.

196. (1) (General Provisions.) No person shall operate a motor vehi-
cle of any kind, as defined in this sub-title, over any public highway of the
State recklessly or at a rate of speed greater than is reasonable and proper,
having regard to the width, traffic and use of the highway, or so as to
endanger the property and life or limb of any person, or without due
regard to wear upon said highway, so as not unnecessarily or unreasonably
to damage the same provided that nothing contained in this sub-section
shall apply to the owner or operator of any traction engine used exclu-
sively for propelling agricultural or farming implements not designed for
hauling purposes on account of its driving wheels being equipped with
standard cleats.

(2) (Speed of Solid Tire Motor Vehicles, and Size, Weight, Construc-
tion and Equipment of Motor Vehicles.) The maximum rate of speed for
motor vehicles, equipped wholly or in part with solid tires, weighing six
tons or less, shall be twenty-five miles per hour. The maximum rate of
