2336 ARTICLE 56

The certificate provided for in this section and the right to use the
number plate or marker aforesaid shall expire at midnight on March 31st
of each and every year; provided, however, that between the 15th day of
March and 31st day of March next following both inclusive in each and
every year it shall be lawful to carry a registration certificate and to dis-
play the number plate or marker of either the current or the next ensuing
year.

Fines. Any person who fails to carry the certificate of registration pro-
vided for by this section, and any person who obtains a registration marker
and a certificate of registration by misrepresentation, or changes the name,
number or any identifying information appearing on any certificate of
registration, shall be deemed guilty of a misdemeanor, and shall, upon
conviction, be subject to a fine of not less than one dollar ($1.00) nor
more than one hundred dollars ($100.00) for the first offense.

The provisions of this section shall apply both to the operator and also
to the owner who causes his motor vehicle to be operated without the certifi-
cate as herein provided for.

155. No manufacturer, dealer or distributor shall be entitled to obtain
or use tags or markers, issued under the provisions of Class D, Section
157 of this Article, unless he shall first register with the Commissioner
of Motor Vehicles, as herein provided.

Such registration shall be made under oath upon blank forms to be
provided by the Commissioner, shall set forth the Trade Name of the
Applicant, the location of his place of business and of all places used by
him for the storage of motor vehicles, and shall state whether such appli-
cant is an individual, firm or corporation, giving the names and addresses of
the individuals or partners interested in said business, and if a corporation,
the names and addresses of its officers and directors.

Said application and registration shall be renewed each year, and no
dealer's tags shall be issued to any one who has not so registered. Any
change in the information so furnished shall be promptly given under oath
to the said Commissioner.

Every manufacturer, dealer or distributor so registering shall notify
the said Commissioner of the receipt of all motor vehicles by him, except
those which are left with him for storage or for repair, stating the make,
model and engine number of the vehicles enumerated therein, and the
name and address of the person, firm or corporation from whom received.

Similar notice shall be given in the case of the delivery of all new motor
vehicles to non-residents of the State by said manufacturer, dealer or dis-
tributor, except that the notice in such case shall also state the name and
address of the person or persons to whom such delivery was made.

Such notices, in all cases, shall be made on forms to be provided by
said Commissioner, to be subscribed and sworn to by the manufacturer,
dealer or distributor, and to be sent to said Commissioner within twenty-
four (24) hours after the receipt or delivery of such motor vehicle.

Upon receipt of such notice of the receipt of new motor vehicles, the
said Commissioner shall issue promptly to such manufacturer, dealer or
distributor, without cost, a certificate for each vehicle, so received.

A manufacturer, dealer or distributor, duly registered under the pro-
visions of this section, may use his dealer's tags on motor vehicles in his
