LICENSES 2299

12. Nothing herein contained shall impair the rights of the corporations
of the cities of Baltimore, Annapolis or Frederick, or the commissioners
of any incorporated town in this State to impose a further tax on billiard
tables.

17. Any person, corporation, member or members of a corporation or
firm who loans money on deposits or pledge on personal property or other
valuable thing, other than securities or printed evidences of indebtedness,

on condition of selling the same back again at a stipulated price, is hereby
declared and defined to be a pawnbroker.

18. Any person who shall make it a business to deal in any manner
upon his own account or for others in the purchase or sale of stocks, bills,

broker; but no person having a license himself shall be obliged to pay a
license for the clerks or agents employed by him.
