stayed tobacco, and for reinspecting and redrawing, such rates as shall be
fixed from time to time by the State Board of Agriculture, and such charges
shall be paid by the owner or his agents; and for all outage the charge
shall be as fixed from time to time by the State Board of Agriculture and
shall be paid by the shipper of the tobacco or his agents.

34. No inspection shall be made for any person, his, their, or her
agents, other than provided in above sections, except upon payment of the
charges therein provided.

35. The owner of any tobacco that may be stayed or condemned shall
