7. They shall maintain an effective inspection of the said hospital and
grounds, and for this purpose one of said managers shall visit the same
once in every week, two of said managers once in every month, a majority
of the board once in every quarter, and the whole board once in every year,
at the times and in the manner to be prescribed in the by-laws.

8. They may take and hold in trust for the State any grant or devise
of land, or any donation or bequest of money, or other personal property,
to be applied to the maintenance of insane persons, and the use of the Mary-
land hospital for the insane.

9. They may receive into the hospital as pay patients insane persons,
other than the pauper lunatics referred to in the preceding section, to a
number not exceeding seventy-five at any one time.

Springfield State Hospital.

10. There shall be established in this State accessible by railroad or
water transportation an institution to be called the Springfield State Hos-
pital, which shall be under the control of the board of managers hereinafter
provided for. The said board of managers shall consist of the governor, for
the time being, ex officio, state treasurer, comptroller of the treasury and
six other persons, who shall be appointed by the governor, as follows: Two
to serve for the term of six years, two to serve for the term of four years
and two to serve for the term of two years each from the first day of May,
eighteen hundred and ninety-four, and the board so created shall constitute
a body corporate under the title of Springfield State Hospital, and shall have
power to make such by-laws, rules and regulations not inconsistent with law
as they may deem necessary and proper for the public welfare and the best
interests of the institution and its inmates, and shall also have power to
appoint the necessary officers and agents, who shall be removable at their
pleasure, and shall make an annual report of their proceedings to the gov-
ernor of the State, who shall submit the same, with such recommendations
as he may deem proper, to the general assembly at its next session thereafter.

11. The said Board of Managers of Springfield State Hospital shall
have power, whenever in their judgment it is advisable, to sell and convey
any unproductive farm lands belonging to the Springfield State Hospital,
and to purchase with the proceeds of the sale of such unproductive farm
lands such additional productive farm lands as they may deem advisable.

12. Upon expiration of each of the terms of office of said board of man-
