two years from date of their appointment. They shall meet in Baltimore
City within thirty days after the date of their appointment and thereafter
at such times and places as may be necessary. They shall fill by a majority
vote any vacancy that may occur in their membership, and shall report
the results of their investigations not later than January 1, 1904, to the
governor of this State.

281. The governor of the State is authorized to appoint five persons,
three of whom shall be physicians, who, by virtue of such appointment,
shall constitute a commission to be known as the tuberculosis commission,
whose duty it shall be to investigate the prevalence, distribution and causes
of human tuberculosis in the State of Maryland, to determine its relations
to the public health and welfare, and to devise ways and means for restrict-
ing and controlling said disease, and to investigate and report upon the
proper construction, cost, equipment, maintenance and location of a sana-
torium for the treatment of tuberculosis.

282. The members of said commission shall serve without pay, except
expenses actually incurred, and shall continue in office for a term of two
years from the date of their appointment. They shall meet in the city of

283. All hospitals, dispensaries and other institutions having medical
officers and supported in whole or in part by public funds in the State of
Maryland, or of any city or county in the State, shall cause to be made
upon blanks furnished by the tuberculosis commission record of such facts
as may be available for the use and purposes of said commission concerning
every case of tuberculosis coming under the care of such institution, and
shall return such records at such times and in such manner as shall be
directed by the tuberculosis commission.

284. There shall be established in this State, accessible by railroad or
water transportation, an institution to be called the Maryland Tuberculosis
Sanatorium, which shall be under the control of the board of managers here-
inafter provided for. The said board of managers shall consist of the gov-
ernor, state treasurer and comptroller of the treasury, for the time being,
ex officio, and seven other persons who shall be appointed by the governor,
as follows: Two to serve for the term of six years, two to serve for the term
of four years, two to serve for the term of two years, respectively, from the
first day of May, nineteen hundred and six, and the remaining member to
serve for the term of six years from the first day of May, 1908. The board
so created shall constitute a body corporate under the title of the Maryland
