70. The governor is authorized and empowered, in case of the sickness
or absence of the secretary of state, to appoint, temporarily, an assistant
to the secretary of state, who shall be empowered to discharge all the duties
imposed by law upon said secretary during his illness or absence from the
seat of government; and the governor is authorized to pay, out of the execu-
tive contingent fund, for such services, a salary not exceeding one hundred
and fifty dollars per month.

71. It shall be the duty of the Secretary of State to accurately prepare
and publish biennially, on December thirty-first a manual of the State of
Maryland.

72. Said manual shall consist of not less than fifteen hundred copies
in each year, five hundred of which shall be bound in cloth and shall con-
tain a copy of the charter and constitution of the State, a complete list of
members of the legislature, with their postoffice addresses, the names and
addresses of all State and county officers elected by the people, as well
as those appointed by the governor and the board of public works; a brief
summary of the duties of the several State officers; the official returns
of the State election of each year; a list of State, educational, charitable,
reformatory and benevolent institutions, with the amounts appropriated
to each by the State; the amounts paid by counties to the public schools of
the State on account of the public school tax; the gross and net debt of
the State at the close of each fiscal year; the area, population, assessable
basis and tax rates in the several counties of the State and the city of Balti-
more ; the construction of the judicial system of the State; the official
payroll of the State, and such other information as his judgment may deem
right and proper.

73. The said manual shall be distributed as follows: Twenty-five
copies bound in cloth to the Maryland state library; ten copies, two of
which shall be bound in cloth, to each of the members of the legislature;
one copy to each of the clerks of the circuit courts of the State and the sev-
eral courts in Baltimore City; one copy to each of the boards of county
commissioners of this State, and the remaining number to the executive
department, to be distributed by the secretary of state to each of the several
States of the union, to the public libraries in this and other States, and to
officials and citizens of this State.

74. (Definitions.) In the construction of this sub-title, the following
definition shall conclusively determine the meaning of the terms used;
(a) A pardon is an act of clemency, evidenced by a written Executive
order signed by the Governor under the Great Seal, absolving the grantee
