28. In order to carry out its functions the Council
(1) Shall receive recommendations and suggestions for legislation or
investigation from the members of the Council, and of the Legislature;
from any board, commission, department or officer of the State government
or any local government; from bar associations, chambers of commerce, la-
bor unions or other organized groups; and from individual citizens;
(2) Shall refer to the Director of Research for a study and report by
the Research Division such of the suggestions and recommendations re-
ceived as it deems worthy of consideration;
(3) May appoint committees composed of such persons as the Council
may select, to serve without compensation, to assist the Council on any sub-
ject or matter by study, investigation or advice;
(4) Shall consider the reports of the Director of Research and of such
committees and shall make such recommendations thereon as in its opinion
the welfare of the State may require;
(5) May hold hearings on any subject or matter whenever it shall con-
sider such hearings necessary or desirable in the performance of its duties;
(6) Shall cause the preparation of such bills as may be necessary to
carry out any recommendations of the Council.

29. The Governor may from time to time send the Council messages
containing his recommendations for legislation and explaining the policy
of the administration on any matter or matters.

30. The Director of Research for the Council
(1) Shall organize and supervise the Research Division of the Council,
and, within the appropriation therefor, may temporarily or permanently
employ therefor such experts, assistants, stenographers or other employees,
and engage the services of such research agencies, as he shall deem neces-
sary;
(2) Shall cause a factual and legal study and report to be made by the
Research Division on all matters referred to him by the Council, and shall
promptly present such research reports to the Council;
(3) Shall publish and make available for distribution all research re-
ports which the Council in its discretion shall deem of public interest or
summaries and condensations of any such reports whose publication in
full it does not deem justified.

31. The services of the Research Director and the facilities of the Re-
search Division of the Council shall be available for the preparation of
factual or legal reports for any commission or committee appointed by the
Council, or at the direction of the Senate or of the House of Delegates or,
with the Consent of the Council, for any commission or committee ap-
pointed by the Governor.
