such election. The Supervisors of Elections of Baltimore City and of the
several counties shall be allowed such further sum for expenses and cleri-
cal hire in the performance of the duties imposed upon them by this sub-
title as may be reasonable and necessary. All said expenses shall be paid
by the Mayor and City Council of Baltimore and the County Commis-
sioners of the several counties respectively in precisely the same way as
compensation and similar election expenses are now provided to be paid
by law.

315. Any person who shall willfully sign any false certificate or ap-
plication, and any person who shall in any way willfully do any act con-
trary to the terms and provisions of this sub-title with intent to cast an
illegal vote or to aid another in so doing, and any person who shall in any
way willfully violate any of the provisions of this sub-title, and any per-
son who shall fail or refuse to perform any duty imposed upon him by
the provisions of this sub-title, and any person who shall apply for a bal-
lot under any other name than his own, shall, upon conviction thereof, be
sentenced to pay a fine of not more than $1,000 or be sentenced to the
penitentiary for not more than two years, or be sentenced to both fine and
imprisonment, in the discretion of the court. In all other respects the
penalties provided in Article 33 of the Annotated Code of Maryland, title
"Elections," and any amendments thereto, shall apply.

Referendum.

316. The costs of publishing in newspapers any laws upon which a
referendum vote shall be taken under the provisions of Article 16 of the
Constitution shall be paid as follows: If said law is submitted to the
voters of the entire State, by the Secretary of State out of funds appropri-
ated for said purpose by the General Assembly in the Budget Bill; if
said law is submitted to the voters of any county of the State, by the
Board of County Commissioners of said county, and if said law is sub-
mitted to the voters of the City of Baltimore, by the Mayor and City
Council of Baltimore.

317. It shall be the duty of the Secretary of State to keep in his office
a record of all referendum votes taken by the voters of the State or any
county therein, or the City of Baltimore upon any law passed at any ses-
sion of the General Assembly of the State, whether regular or extract
dinary, and in addition thereto, the Secretary of State shall, within ten
days from the receipt of the official returns from any such referendum
vote, prepare under his hand and seal, two certificates setting forth the
particular law upon which such referendum vote was taken, and the re-
sult of said vote; one of said certificates he shall forthwith deliver to the
Clerk of the Court of Appeals who shall, upon receipt of the same, attach
it to the original copy of said law and file in his office; the remaining cer-
tificate shall be retained by the Secretary of State until the adjournment
of the next succeeding session of the General Assembly, whether regular
or extraordinary, and shall thereupon be delivered by him to the person
selected by the Governor to compile and index the laws passed at such
session of the General Assembly.
