In the event that the number of names or the number of questions sub-
mitted for vote at any election is too large or the practical use of voting
machines, then the Board of Supervisors of Election shall supply paper
ballots in the usual form for use in voting for such excess offices and
questions as the Board of Supervisors of Election shall deem available,
such excess offices to be selected from those of the smallest political divisions.
The Board of Supervisors of Election may appoint such custodian or
custodians for the voting machine as the said Board shall deem necessary,
whose duty it shall be to prepare the machines for election purposes.
The voting machines and the keys thereof, when not in use, shall be
stored at such place or places, in such manner and on such terms as the
Clerk of the Circuit Court may determine under the supervision and direc-
tion of the Board of County Commissioners.
On or before the thirtieth day preceding an election, the Board of
Supervisors of Election shall mail to the Chairman of the County Commit-
tee of each political party, which shall be entitled under existing law to
participate in primary elections within the County, a written notice, stat-
ing the times when and the place or places where the machines for use in
the several polling places in the County will be prepared for use. And such
times and places, one representative of each of such political parties, certi-
fied by the respective Chairman of the County Committees of such parties,
shall be entitled to be present, and to see that the machines are properly
prepared and placed in proper condition and order for use.

301. Except as changed, modified or otherwise provided by the terms
of Sections 299 to 303, and in so far as the Sections of law hereinafter
enumerated in this Section are applicable, the use of voting machines in
Baltimore County, and the duties of the Board of Supervisors of Election
of Baltimore County, and the duties of the Judges of Election of said
County in connection therewith, and penalties for the violation of the
provisions' of Sections 299-303, shall be regulated and governed by the
same laws as are applicable to the one of voting machines in Baltimore
City under the terms and provisions of Sections 263 to 282.

302. Wherever possible, the provisions of Section 299 to 303, shall be
construed in harmony with existing laws. If any of the provisions of
Sections 299 to 303, shall be judicially declared to be invalid or unconsti-
tutional, the remaining provisions hereof shall not be thereby affected,
but shall remain in full force and effect.

303. Except as modified by the provisions of Sections 299 to 303,
the general laws regulating general, primary, special and other elections
shall apply to all elections in Baltimore County in which voting machines
may be used.2
