(p) Be so constructed that a voter may readily learn the method of
operating it; .

(q) Be safely transportable;

(r) Be so constructed and controlled that, during the progress of vot-
ing, it shall preclude, every person from seeing or knowing the number
of votes registered for any candidate, and from tampering with any of the
registering mechanism.

266. (a) The papers, cards or strips, enclosed within the ballot-frame
or frames of airy voting machine, and containing the names of a candi-
date or candidates, and his, her or their political party, or the statement
of a question to be voted upon, hereinafter referred to as ballot-labels, shall
be printed in black ink, and, except in Primary Elections, upon clear white
material, of such size as will fit the ballot frame, and in plain clear type
so as to be clearly readable by persons with normal vision. In Primary
Elections said papers, cards, or strips may be printed upon clear material
of different colors, to, be determined by the Board of Supervisors of
Elections.

(b) If the construction of the machine shall require it, the ballot-label
for each candidate, group of candidates, or question, to be voted on, shall
bear the designating letter or number of the counter on the voting ma-
chine which will register or record votes therefor... Each question to be
voted on shall appear on the ballot-labels, in brief form, to be determined
in the same manner as are questions which appear upon paper ballots, but
said questions may .appear at the top or side of the ballot-label, the pro-
visions of Section 100. of this Article to the contrary notwithstanding.

(c) The ballot-label for each candidate or group of. candidates, nomi-
nated or seeking nomination by a political party, shall contain the name
or designation of the political party.

(d) The titles of offices may be arranged horizontally or vertically with
the names of candidates for an office arranged transversely under or oppo-
site the title of the office.

(e) The names of all candidates, nominated or seeking nomination by a
political party, shall appear in adjacent rows or columns containing gen-
erally the names of candidates nominated or seeking nomination by such
party.

(f) If the candidate is named for the same office on two or more certifi-
cates of nomination, his name shall be printed on the ballot-label but once,
and above the name of said candidate shall be added the name of one of the
parties which such candidate represents, as appearing in said certificate of
nomination, and the. Board of Supervisors of Elections'shall cause to be
printed above, the name of such candidate whatever one of said party names,
so appearing in said certificate of nomination, the said candidate shall,
in .writing, designate to said Board of Supervisors as. the party name which
he desires to be added to his name on the ballot-label; provided, however,
that such party name shall consist of one word only.

(g) The form and arrangement of ballot-labels, to be used at any elec-
tion, shall be determined by the Board of Supervisors of Elections as nearly
as may be in accordance with this sub-title.
