59. At the close of each calendar year, beginning with the close of the
year 1942, in which there has been a primary or general election, the
Supervisors of Election shall examine the entries of the several precincts
for the purpose of eliminating the names or persons who have died or have
removed from the city. It shall also be the duty of said Supervisors at the
close of each calendar year, beginning with the close of the year 1944, to
direct that the registration cards or forms of registered voters who have not
voted at least once at a primary, general or special election in the five pre-
ceding calendar years, shall be taken from the original and duplicate files
and placed in a transfer file, and a printed postcard notice of the fact,
with the information that his or her eligibility to vote has been cancelled
by reason of his or her failure to vote for five calendar years, and that the
voter must re-register in order to be eligible to vote, shall be sent to the last
known address of such voter.

60. Except as otherwise provided in Section 41 or in Sections 50 to 59,
inclusive, or in any section of Article 33 heretofore enacted, the provisions
of said Article 33 relating to registrations and elections shall apply in every
particular to Baltimore City.

If any provision of Section 41 or of Sections 50 to 60, inclusive, shall be
held invalid, such invalidity shall not affect the validity of any other pro-
vision of any of said sections.

61. In Harford County, when in the opinion of the Supervisors of
Elections it becomes necessary to rewrite any of the registration books by
virtue of the fact that said books have become so worn or the lettered sub-
divisions thereof have become so filled with names that it is not practicable
to further use said books, the names of all persons now registered on such
registration books, except those who have not voted at a primary, general or
special election in the six preceding calendar years shall be transcribed on
new registration books to be provided by the Board of Supervisors of Elec-
tions of Harford County, with the approval and consent of the County Com-
missioners of Harford County, both as to the procurement of the new books
and the manner in which the names are to be transcribed, subject to the
provisions of sections 61 and 62.

The work of transcribing the names of said persons to the new books
shall be done under the supervision and direction of the said Supervisors
of Elections by persons of intelligence who write a clear legible hand, easy
to read, or in the event that said books are rewritten on a typewriter, in-
delible ribbon must be used, and the machines must be operated by persons
who are skilled in the operation thereof, one-half of whom shall be selected
from each of the two leading political parties of the County. The persons
so selected and the compensation they are to receive must be approved by
the County Commissioners of Harford County, and the work of transcrib-
ing said names to the new books must be completed by January 1, in any
year preceding an election.

In the case of persons who are registered on the present registration
books, who have not voted at least once at a primary, general or special
