voter has removed. For the purpose of enabling persons to register, trans-
fer, affiliate and change their affiliations in this manner, the Board of
Supervisors of Elections of Baltimore City and their registrars shall have
the rights and powers of registration officers, including the right and power
of administering oaths, as fully as those rights and powers are possessed
by the registration officers heretofore appointed under existing law; pro-
vided, however, that any person aggrieved by any decision of said Board
or said registrars shall be entitled to have said decision reviewed in accor-
dance with the provisions of Section 29 of this Article.

Whenever any person applies for registration in Baltimore City who is
a registered voter in any election district or precinct in any county of
the State, he or she shall be required, before he or she shall be entered as a
qualified voter, to produce and file a removal certificate in the form set
forth in Section 72 of this Article, unless such application shall be made
in a year in which a general registration shall be held in the county in which
such applicant shall be registered.

All persons who apply at the office of the Board for registration or trans-
fer shall be examined under oath as to their names, addresses, age, quali-
fications as voters and right as such to register and vote in the precinct in
which they claim residence.

55. When the boundaries of any precinct shall be changed, it shall be
the duty of the Supervisors of Elections to correct and transfer the regis-
tration forms or cards of the registered voters affected thereby, and the
Supervisors of Elections shall notify such registered voters by mail of such
transfer and change. A registration of a voter shall not be invalidated by
such alteration or transfer, nor shall the right of any voter be prejudiced
by any error in making out the list of voters or in making any change or
transfer.

56. Any registered voter who shall remove from the precinct in which
such voter is registered, either to another State, to any county of this State,
or to another precinct of Baltimore City, shall, within thirty days after such
removal, notify the Board of Supervisors of Elections of the date of such
removal and of the address to which such voter has removed.

At least once each month, beginning with the month of January, 1940,
(a) the Commissioner of Health of the City of Baltimore shall file with
said Board the names and residence addresses of all persons over twenty-
one years of age who have died within said city during the previous month
or since the date of the last report; (b) the Clerk of the Criminal Court
shall file with said Board the names and residence addresses (if known)
of all persons over twenty-one years of age who during the previous month
or since the date of the last report have been convicted of larceny or other
infamous crime; (c) the Clerk of the Court of Common Pleas shall file with
said Board the former and present names of all women whose names, during
the previous month or since the date of the last report, have been changed
by marriage; and (d) the Clerks of the Circuit Court and the Circuit Court
No. 2 shall file with said Board the former and present names and resi-
dence addresses (if known) of all persons whose names, during the previous
month or since the date of the last report, have been changed by decree or
order of Court. Said Board may also arrange with the postmaster of Balti-
