tration form of such applicant, and if such signature appears to be the
same, entry of such change of residence or affiliation on the original and
duplicate registration cards or forms shall be made. Such registrant shall
thereupon be immediately notified by mail of the change so made. If the
Board is not satisfied as to the signature on the written notice, or that the
change should be made, notice shall be sent the applicant by mail directing
him or her to appear at the office of the Board to answer such questions
under oath as may be deemed necessary.

For the purpose of enabling persons to register in this manner in Mont-
gomery and Washington Counties, the clerks to the Boards of Supervisors
of Election of each of said Counties, and one person in each of said Coun-
ties who shall be appointed by the Governor in the same manner and on
the same terms and conditions as the Supervisors of Election are appointed
and who shall belong to the other leading political party from that
to which the clerk to the Board of Supervisors shall belong, shall constitute
a Permanent Board of Registry for said Counties, and the members of the
Board of Registry shall devote their entire time (except as hereinafter pro-
vided), to the duties of their office, which shall be performed at the office of
the Board of Supervisors of Election or at such other places as may be
designated by said Board of Supervisors of Election, and which shall in-
clude the registering of voters, the change of party affiliations and the
transfer of voters; and such other duties as may be prescribed from time
to time by the Board of Supervisors of Election such as the keeping the
records and files of the office, sending out notices, etc. In case of the ab-
sence of one or both members of said Permanent Board, on account of
illness or other cause he shall designate some other persons of the same
political party to act in his place under the same conditions and terms as
in the case of absent judges of election and the Supervisors of Election
shall allow such persons Six Dollars per day for each day served and
their salaries shall be audited and paid in the same manner as prescribed
for salaries and other expenses by Section 3 of this Article. The members
of the permanent board of registry shall take and subscribe the same oath
as is administered to the judges who act as boards of registry for the several
precincts. Each member of said permanent board of registry for Mont-
gomery County shall be paid an annual salary of Two Thousand
($2,000.00) Dollars, which shall be paid in equal monthly payments by
the County Commissioners of said County, and each member shall be paid
the further sum of four hundred dollars ($400.00) per annum, to be paid
them in equal monthly installments for the expenses incident to the opera-
tion of their automobiles; and the member of the Permanent Board of Reg-
istry, who is also the Clerk to the Supervisors of Election of Montgomery
County, shall receive such additional compensation for his duties as said
Clerk, as the County Commissioners may deem such additional duties
warrant.

The Board of Supervisors of Election of Montgomery County may set
up such supplemental Boards of Registry as, from time to time, they may
deem necessary to aid and expedite the work of the Permanent Board of
Registry, and which shall include the registering the voters, the change
of party affiliation, the transfer of voters, and such other duties as may be
prescribed by the said Board of Supervisors of Election. These supple-
mental Boards shall be of two members, each of opposite political parties,
and shall be appointed one by the supervisors representing the majority
party, and one by the supervisor representing the chief minority party,
