718. Whenever any white male minor, under the age of sixteen years,
shall be convicted of felony in any court of this State, the judge .of said
court in his discretion, and with reference to the character of the Mary-
land Training School for Boys as a place of reform and not of punishment,
may order said minor so convicted to be removed to and confined in the
said Maryland Training School for Boys; provided, that in all cases no
such transfer of any such minor from the counties shall be made until due
notice has, been given to the superintendent of said Maryland Training
School for Boys, and an answer received from him that there is room in the
institution for the reception of such delinquent.

719. The Mayor and City Council of Baltimore are authorized and
empowered to appropriate annually towards the current expenses of the
House of Refuge1 and St. Mary's Industrial School, any sum or sums
of moneys not exceeding twenty-five thousand dollars per annum, and to
the Boys' Home Society of Baltimore City the sum of five thousand dollars
annually; and the said Mayor and City Council are further authorized and
empowered to appropriate for repairs, permanent improvements and addi-
tions to the buildings now occupied and used by said House of Refuge, such
additional sum or sums of money as in. their judgment shall from time to
time be required for these purposes.
Montrose School for Girls.2

720. From and after the acquisition by the State of Maryland of the
property of the Maryland Industrial School for Girls the same shall con-
tinue as a reformatory under the name of the Montrose School for Girls
to be conducted as a public agency of this State for the care and reforma-
tion of white female minor's now committed thereto, and who may here-
after be committed thereto under the laws of this State, under the super-
vision, control and management of a Board of Managers hereby named,
the Board of Managers of the Montrose School for Girls, the said Board
of Managers to be appointed as hereinafter provided.

721. The said Board of Managers of the Montrose School for Girls
shall consist of the Governor, ex-officio, and fifteen members to be ap-
pointed by the Governor, who shall receive no compensation for their ser-
vices, eight of whom shall be women, five of said members to be designated
and appointed to hold office for six years, five for four years and five for
two years or until their successors shall, respectively, be named and ap-
