enactment by the General Assembly and its approval by the Governor
either before or after approval of this Article, are intended to supersede the
provisions of this Article to the extent of any inconsistency therewith;
and in the event of enactment of said bill, the County Welfare Boards
created pursuant thereto shall be and constitute the Local Boards provided
for by this Article; and in such event, the Department of Old Age Pensions
and Relief provided for by this Article shall not be created, nor the Board
of Old Age Pensions and Relief appointed, but all duties, powers and func-
tions of said Department and said Board shall devolve upon and be exer-
cised by the Board of State Aid and Charities. The Administrator of
Pensions and Relief shall in such event be appointed by and subject to the
jurisdiction of the Board of State Aid and Charities.

17. The Local Board of each County and the Department of Welfare of
Baltimore City are charged with the execution of this Article within their
respective jurisdictions. The County Commissioners of each County shall
constitute the Local Board therein unless otherwise provided by this Arti-
cle or by other legislation passed by the General Assembly either before or
after the passage of this Article. Nothing in this Article shall be construed
as preventing or prohibiting the Local Board of any County or the De-
partment of Welfare of Baltimore City from maintaining a department
or system of investigation at the exclusive expense of said County or
Baltimore City as the case may be; and such expense shall in no case be
a charge upon the contribution which under this Article is to be made by
said County or Baltimore City, as the case may be, to the creation or
maintenance of the fund out of which pensions are paid hereunder, but
shall be in addition to said contribution.

18. Each year a report of the total number of applications for pensions,
the number granted, the number denied, the number cancelled and the total
amount expended for pensions, shall be submitted by the Local Boards and
the Department of Welfare of Baltimore City to the Administrator of
Pensions and Relief, who shall co-ordinate and correlate the information
included in said reports and shall, after consultation with the Board of Old
Age Pensions and Relief, report thereon and on the activities of the Board
to the Governor. The report of each Local Board and the Department
of Welfare of Baltimore City shall be submitted on or before December 1
in each year and shall cover activities during the preceding State fiscal
year from October 1 to September 30 inclusive.

19. The Board of Old Age Pensions and Relief shall from time to
time prescribe and promulgate rules and regulations to carry out the provi-
sions of this Article, and shall publish such information as they may deem
