for a pension in said county, he shall be deemed for all purposes of this
Article a resident of the county in which he last previously resided. No
pensioner may transfer his residence from one county to another without
the written consent of the Local Boards of both counties, which consent
shall transfer liability for his pension to the county into which he shall so
remove. For purposes of this and the preceding paragraph "county" shall
be deemed to include Baltimore City and "Local Board" shall include the
Department of Welfare of Baltimore City.
The Board of Old Age Pensions and Relief shall prescribe rules and
regulations carrying out the provisions of this Section.

7. Each pensioner under the provisions of this Article shall furnish
such information as the Local Board or the Department of Welfare of
Baltimore City may from time to time require. If it appears at any time
that the circumstances of the pensioner have changed, the Local Board or
the Department of Welfare may revoke, modify or increase any pension
allowed.

8. On the death of a pensioner, such reasonable funeral expenses shall
be paid as the Local Board of the County or the Department of Welfare
of Baltimore City may direct; provided that the estate of the deceased is
insufficient to defray these expenses.
Upon the death of a pensioner, the total amount paid on such pension,
together with three per cent, interest, shall be deducted and allowed out
of the proceeds of the property of such pensioner as a preferred claim
against the estate, ranking in order and priority after funeral expenses as
provided in Section 5 of Article 93 of the Code of Public General Laws,
and prior to all other claims and expenses of whatsoever nature.

9. (1) During the continuance of the pension no pensioner shall re-
ceive any other relief from the State or from any political sub-division
thereof except for medical and surgical assistance.
(2) If the pensioner is, on the testimony of at least two reputable wit-
nesses, found incapable of taking care of himself or his money, the Local
Board or the Department of Welfare of Baltimore City may direct the
payment of the pension installments to any responsible person or corpora-
tion for his benefit or may suspend payment for such period as the Local
Board or the Department of Welfare of Baltimore City shall deem ad-
visable.

10. All pensions shall be exempt from any tax levied by the State or
by any sub-division thereof, and exempt from levy and sale, garnishment,
attachment or any other process whatsoever and shall be inalienable in any
form and not subject to anticipation.
