1. (1) The care and relief of aged persons who are in need is hereby
declared to be a special matter of State concern and a necessity in pro-
moting the public health and welfare. To provide such care and relief at
public expense, a statewide system of relief for the aged, popularly known
as "old age pensions, " is hereby established. Such old age relief shall be
given and administered by the Counties and the City of Baltimore, subject
to partial reimbursement by the State and to supervision by the Depart-
ment of Old Age Pensions and Relief provided for by this Article.
(2) The word "pension" as hereinafter used in Sections 2 to 19 inclu-
sive, of this Article, shall mean relief payments as described in sub-para-
graph (1) of this Section.

2. Any person residing in this State who shall comply with the provi-
sions of this Article, shall be entitled to a pension in old age. The amount
of such pension shall be fixed with due regard to the conditions in each
case, but in no case shall it be an amount which, when added to the income
of the applicant, including income from property, shall exceed a total of
one dollar a day or be less than the minimum required to provide a rea-
sonable subsistence compatible with decency and health.

3. An old age pension may be granted only to an applicant who:
(1) Has attained the age of sixty-five years or upwards.
