drawn upon the State Comptroller, signed by the executive secretary and
countersigned by the chairman or acting chairman. The entire amount
of money in this fund derived from the issuing of the licenses to the dis-
tributors and the collecting of the tax from the producers shall be used only
for the administration and enforcement of this Article, and if it should
be found that the Commission can operate by imposing a lesser tax upon
the producers then they shall reduce the said tax from time to time and
may increase it again provided it shall not exceed the amount stated in
Section 13.

16. The State Auditor shall audit the books and accounts of this Com-
mission in the same manner and to the same extent that he audits the
books and accounts of other commissions created under the laws of this
State.

17. The Commission may, by uniform rules and regulations, require
licensees and permit holders to keep such records showing facts pertinent
and material to the enforcement of the provisions of this Article as the
Commission may prescribe, and from time to time make and file verified
reports on forms prescribed by the Commission on all matters on which
records are required to be kept, together with such other information or
facts as may be pertinent and material.
All such information as may be furnished to or procured by the Com-
mission in pursuance of the provisions of this Article shall be for the
exclusive use and information of the Commission in the discharge of its
official duties and shall not be open to the public or used in any court in
any action or proceeding pending therein unless the Commission is a party
to such action or proceeding; but such information may be consolidated
in statistical tables available to licensed distributors and producers, and
may be published by the Commission in statistical form without disclosing
details of information furnished by any person, for the use and informa-
tion of state departments and the public. Any member or employee of the
Commission and any person assisting the Commission in the administra-
tion of this Article who shall wilfully divulge any information secured
while in the employ of the Commission in respect to the transactions, prop-
erty, files, records or papers of the Commission or in respect to the business
or mechanical, chemical or other industrial processes of any person, to any
person other than members of the Commission or the superior of such em-
ployee of the Commission, or when called upon to testify in any action or
proceeding in any court, shall be fined not less than one hundred dollars
nor more than one thousand dollars.
No person shall be excused from attending and testifying or from pro-
ducing documentary evidence before the Commission or in obedience to the
subpoena of the commission, or as otherwise herein provided, on the ground
of or for the reason that the testimony or evidence, documentary or other-
