any wise be considered a removal from office or affect the rank of an officer
or enlisted man so transferred.

15. The National Guard of Maryland shall consist of that portion of
the organized militia prescribed by the President to be maintained by the
State of Maryland under the provisions of the National Defense Act, as
amended, and regulations issued pursuant thereto. The organization of
the National Guard of Maryland, including the composition of all units
thereof, shall be the same as that which is or may hereafter be prescribed
for the Regular Army, subject in time of peace to such general exceptions
as may be authorized by the Secretary of War. Whenever the National
Guard of Maryland, or any part thereof, has been called or ordered into
the active military service of the United States by the President, the
Governor shall have the power to increase the military force and to
organize such units as the exigencies of the emergency in his judgment
may require.

16. The Inactive National Guard shall consist of such officers and
enlisted men as are commissioned or enlisted therein or transferred

31. The provisions of this section shall apply when the organized
militia, or any part thereof, shall be ordered out for active duty or train-
ing by the Governor, or by his authority; but shall not apply to the organ-
ized militia, or any part thereof, which has been ordered to duty incident
to a call, or ordered into the active military service of the United States.
The individual members of the organized militia ordered out for active
duty or training by the Governor, or by his authority, shall receive the pay
herein specified for each day actually on such duty.
Officers shall receive the same per diem pay, including longevity, as
officers of the Regular Army of like grade and length of service; provided,
that nothing in this section shall be construed as authorizing the Ranking
Line Officer to draw any salary except that authorized and provided in
the budget. Enlisted men shall receive the following: First grade, Master
Sergeant, four dollars and twenty cents; second grade, First Sergeant and
Technical Sergeant, two dollars and eighty cents; third grade, Staff Ser-
