796 ARTICLE 56.
Vehicles, but an action may be commenced to vacate and set aside any
order of the Public Service Commission in the manner prescribed for
the setting aside of other orders of such Commission. Nothing in this
section shall be construed to extend the control or jurisdiction of the
Public Service Commission to vehicles not operating as public carriers
or not operating for hire on regular schedules or between fixed termini.
The rules, practice and proceedings in all hearings as hereinbefore
set forth shall be governed by the rules, practices and proceedings before
the Commission as in all other hearings conducted by the Commission.
The Commission shall have full power to make rules and regulations neces-
sary and incidental for the holding of hearings and the enforcement of
the orders of the Commission.
In the event an offending carrier shall neglect to file an answer within
the time set forth in the notice, or without obtaining an extension thereof,
then the Public Service Commission may, in its sole discretion, direct the
Commissioner of Motor Vehicles to revoke or suspend the registration
certificate of all trucks involved in the operation complained of as herein-
before set forth.

262B. The Commissioner of Motor Vehicles and the Public Service
Commission is hereby empowered to inspect all books, papers, records or
charts of any character of carriers to which this sub-title applies showing
the schedules, routes, trucks and operation of such carriers within this
State. 1

262C. All court costs in any action which may be commenced to vacate
and set aside any order of the Public Service Commission passed in
pursuance of the provisions of Section 262A of this sub-title, shall be
paid by the complaining carrier if the final determination of the action by
the Court shall be adverse to him, and such costs shall be paid by the
carrier complained against if the final determination of the Court shall
be adverse to him.

1 Sec. 5 of ch. 282 of acts of 1933 reads as follows: Should any section or part of
a. section of this act be held to be invalid for any reason, such holding shall not be
construed as affecting the validity of any remaining section or part of a section of
this act, it being the legislative intent that the remainder of this act shall stand,
notwithstanding the invalidity of such section or part of a section.
