order or contract for the hanging or laying of any wall paper, or other
similar wall covering, or the preparing of any wall, ceiling, or other
portion of any building, for the laying or hanging of such paper, or cover-
ing, or to hang or lay any wall paper, or similar wall covering, or to
prepare any wall, ceiling or other portion of any building for the hanging
or laying of such paper, or covering, in Baltimore City, without a license
as provided by this sub-title, and any person violating the provisions of
this sub-title shall be guilty of a misdemeanor, and upon conviction there-
of, shall be sentenced to pay a fine of not less than Twenty-Five ($25. 00)
Dollars, nor more than Five Hundred ($500. 00) Dollars, or to imprison-
ment not exceeding ninety days, or both fine and imprisonment, in the
discretion of the Court.

282X. Nothing contained in the provisions of this sub-title shall pre-
vent the employment of paper-hanger helpers to assist the holders of Class
B licenses in the performance of their duties, provided such helpers per-
form their duties in the presence and under the supervision of the holder
of a Class B license. Neither shall anything herein contained prevent the
owner or lessee of any building or premises from performing for himself
the work of a paper-hanger in or upon any building or premises of which
he may be the owner or lessee, or from employing the holder of a Class 15
license for the performance of such work.

289A. The provisions of this sub-title shall not apply to Montgomery
and Prince George's Counties except as hereinafter provided. In Mont-
gomery and Prince George's Counties, the Washington Suburban Sanitary
Commission shall have the sole power to grant certificates to persons desir-
ing to work at the plumbing business in said counties, provided that the
fees to be charged for said certificates shall not exceed the fees as fixed in
this sub-title. The said Commission shall have the power to make such
rules and regulations as to the installation of plumbing in said counties as
it may deem necessary for the public health, and shall have and exercise
within the said Montgomery and Prince George's Counties all the au-
thority and power conferred upon the State Board of Commissioners of
Practical Plumbing by this sub-title. Provided, however, that nothing in
this section shall affect the certificates heretofore issued by the Commis
sioners of Practical Plumbing, but all persons who have such certificates
shall have and exercise all the rights and privileges which a holder of such
certificate has under the provisions of this sub-title, but the renewal of
such certificates shall be under the jurisdiction and control of the said
Washington Suburban Sanitary Commission. 1
