and the balance of said surplus shall be paid by the Treasurer of said
Board into the State Treasury.

282G. No barber shop or barber school shall operate unless the owner
or manager of said barber shop or barber school shall at all times comply
with the following sanitary requirements: Each barber shop or barber
school shall have running hot and cold water; each student, journeyman
or master barber must cleanse his hands before serving any customer; no
cake or solid soaps are to be used for shaving purposes; all shaving mugs
must be thoroughly cleansed before re-used; only standard, U. S. P. anti-
septics or boiling water shall be used for sterilizing all tools, combs and
brushes; no alum in lump or stick form, styptic pencils, powder puffs,
finger bowls or sponges shall be used; and clean head rest paper or a clean
unused towel for each individual customer.

282H. If a barber in any shop or school has been charged with im-
parting a communicable disease, the Board shall immediately notify the-
State of1 Local Board of Health

282-I. If a shop or barber school is found unsanitary, the Board shall
immediately notify the State for1 Local Board of Health, and it shall de-
clare said shop or school a public nuisance, and should the proprietor of
said shop or school fail to abolish said nuisance within a period of ten days
after notice to do so be given by either the State for1 Local Board of
Health, the Board of Examiners, provided for herein, shall be empowered
to call upon the aforesaid Board of Health to abolish the aforesaid public
nuisance.

282J. The practice of barbering is hereby defined to be any of or any
combination of the following practices for hire or reward; on the male or
children or only the cutting of hair of female;
(a) shaving or trimming hair or beard, cutting the hair, and
(b) giving facial and scalp massage, or application of oils, creamsr
lotions or other preparations; either by hand or mechanical appliances,
(c) singeing, shampooing or dyeing the hair or applying hair tonics,
and
(d) applying cosmetic preparations, antiseptic powders, oils, clays or
lotions to the scalp, face or neck.

282K. It shall be unlawful for any barber school to permit its students
to practice barbering upon the public, under any circumstances except by
