370 ARTICLE 27.

Education, and under the general supervision of the State Superintendent
of Schools, in like manner as the Maryland Training School for Boys,
as provided by Section 4 of Article 4 of Chapter 29 of the Acts of Assem-
bly of 1922.

Department of Welfare.

1931, ch. 366, sec. 1.

675A. The Board of Welfare is authorized and empowered, with the
approval of the Governor, to establish and maintain in Washington County,
on land acquired or to be acquired for that purpose, a prison or reformatory
of the State, of such type as the Board may determine. The Board may
transfer to such institution from time to time as many of the prisoners
confined in or committed to the Maryland Penitentiary, and/or in or to the
Maryland House of Correction as they shall deem wise and proper, and may
return at the discretion of the Board any prisoners so transferred, and
shall provide for the guarding, transportation, lodging, feeding, clothing
and medical and other care and attention of all prisoners who may be
held at such institution, or make such arrangements therefor as they
may deem adequate or proper, and the Board of Welfare shall have full
power and control of such prison or reformatory, and shall have all inci-
dental powers and authority appropriate and convenient to enable the
said Board to discharge fully the powers herein conferred upon them.

675B. The Board of Welfare shall employ a superintendent or warden
for the said institution, and shall fix his salary; in addition to said salary
the Board may allow subsistence, fuel and a dwelling, but said superin-
tendent shall receive no other compensation or perquisite. The said
superintendent shall employ, with the approval of said Board who shall
fix their compensations, a physician and such other employees as may to
the said Board seem necessary for the proper management of said institu-
tion. The said superintendent and all persons employed by him shall
perform their employment only during the pleasure of said Board, and
shall as employees have such duties and authority as may from time to
time be imposed or conferred upon them, or any of them, by said Board.
The salaries, compensations and necessary expenses of said superintendent
and of all persons employed by him as aforesaid shall be payable as now
provided by law for the payment of the salaries and expenses of the
warden and employees of the Maryland Penitentiary.

675C. The Board of Welfare shall have such further powers with re-
spect to the new institution and the inmates who may from time to time
be transferred thereto as are now conferred upon the Board by law for the
government and management of the Maryland Penitentiary and the
Maryland House of Correction, and for the employment and government
of the prisoners who may from time to time be confined therein.
