212 ARTICLE 19A.

six years or until their successors are duly qualified. The term shall begin
July 1, 1929. The members first appointed shall be appointed on or before
July 1, 1929. The members of said Commission shall serve without sal-
ary. Any member of said Commission may be removed from office by the
Governor for cause, but a reasonable opportunity shall be given the mem-
ber of the Commission to make his defense before such removal. The Gov-
ernor shall have the power to fill any vacancy occurring on the Commission
for the unexpired term.

24. On or before the 15th day of July, 1929, the said Commission
hereby created shall organize by electing one of its members chairman and
a secretary who may or may not be a member of the Commission, both of
whom shall hold office for a period of one year or until their successors are
elected, unless their membership in said Commission sooner expires.

25. The duties of said Commission shall be as follows:

(a) To examine, investigate, and recommend to the Legislature plans
and policies for the protection of the waterfront and waterways of the
State against erosion by the action of the elements or other causes and for
improvement of said waterfront and waterways.

(b) To co-operate in carrying into effect such plans or recommendations
for the improvement or development of waterfront property and waterways
within the State as may be adopted by the Legislature.

(o) To represent the State of Maryland in convention or conference of
associations or bodies formed for the purpose of discussion of such prob-
lems and to become members of such associations or bodies as representa-
tives of the State and to represent the State in all matters affecting water-
ways and/or waterfront property.

26. Nothing herein contained shall be construed as limiting or curtail-
ing the powers of any existing governmental agency of the State of
Maryland. 1

27. All lands made or formed by the dumping or depositing of exca-
vated material in the Sinepuxent, Isle of Wight and Chincoteague Bays
during the construction or maintenance of the Ocean City Inlet and
Channel in said Bays, as well as all land now made or which may hereafter
be made or formed by natural causes since the opening of the inlet in
