46-I. The term "closed container, " as used in this sub-title, shall
mean any box, barrel, basket, crate, hamper, bag, or other package made
or covered with burlap, tarlatan, slats or other material, the entire contents
of which cannot be readily, properly, and thoroughly inspected while such
package is closed.

46J. If any of the provisions of this sub-title or the application thereof
to any person or circumstance is held invalid or is in conflict with any State
or Federal law the validity of the remainder of the sub-title and the appli-
cation thereof to other persons or circumstances shall not be affected there-
by. Provided, however, that nothing in this sub-title shall apply to Anne
Arundel County.
