which all construction, reconstruction or repair of reservoirs, dams, or
water-way obstruction must be completed. Provided, however, that either
or both of these time limits may be extended for good cause in the discre-
tion of the Commission.

11. The Commission is hereby authorized and empowered to make such
rules and regulations, and issue such orders as may be proper for effecting
the purposes of this Article.

12. Any person in interest may appeal from any determination of the
Commission to the Circuit Court of any county or to the Circuit Court of
Baltimore City, in the manner and mode prescribed by Section 404, et
seq., of Article 23 of the Annotated Code of Maryland, for appeals from
the Public Service Commission of Maryland; and all the provisions of law,
so far as applicable, relating to appeals from the Public Service Commis-
sion to the Circuit Courts and to the Court of Appeals shall apply to
appeals from the Water Resources Commission.

13. Any person or persons, partnership, association or corporation,
public or private, that shall do or cause to be done, any act or thing con-
trary to or required by the provisions of this Article; or that shall fail,
neglect or refuse to do or cause to be done any act required by the provi-
sions of this Article; or that shall violate or fail to comply with, any order
of the Commission of which due notice shall be given; or that shall violate
any of the provisions of this Article, shall be guilty of a misdemeanor; and
upon conviction thereof, shall be sentenced to pay a fine of not more than
one thousand dollars, or, in the discretion of the court, such person or per-
sons, or the members of such partnership or association, or the officers and
directors of such corporations, public or private, as the case may be, sen-
tenced to imprisonment for a period not exceeding one year, either or
both, in the discretion of the court.

14. Upon application of the Commission, verified by oath or affirma-
tion, the Circuit Court of any county, or of Baltimore City, sitting in
equity, may, by injunction, enforce the compliance with, or restrain the
violation of, any order or notice, or rule or regulation, of the Commission
made pursuant to the provisions of this Article, or restrain the violation
or attempted violation of any of the provisions of this Article. The
Attorney General of Maryland shall be Counsel to the Water Resources
Commission.

15. Nothing in this Article shall be construed so as to interfere with
the exercise of the lawful jurisdiction of the Government of the United
