1208 ARTICLE 89B.

passengers, vehicles and freight, and shall have power to increase, decrease
or eliminate existing service, as the public interest and welfare may seem
to require or warrant, all subject to the approval of the Public Service
Commission of Maryland, provided that the Authority shall not have
power to decrease the rates so as to produce an annual amount insufficient
to meet expenses of operation and the sums necessary to pay the interest
and principal maturities on the "Ferry" bonds. The Authority shall have
power in connection with the operation of ferry vessels, to provide restau-
rant and other facilities and services usually incident to such operations.
It shall have power to employ necessary personnel for the complete opera-
tion of the ferry services, and to purchase and use equipment and supplies.
All real property acquired by the Authority as part of the ferry property
shall be "held in the name of the State of Maryland, but said real property
is hereby dedicated to the uses and purposes of the Authority. The Au-
thority shall have the power to sell or exchange any vessel, ferry facilities
or other personal property when, in its discretion, such action is necessary
to improve service or facilities.

Provided, and it is hereby declared to be the specific intent and policy
of this sub-title that the ferry service between Annapolis and Matapeake
shall not be discontinued at any time.

1935, ch. 330, sec. 92.

102. The State Roads Commission, in addition to its general powers,
is hereby given all additional authority that may be necessary or convenient
to enable it to cooperate with and assist the Authority in its duties here-
under, to the extent that it may be requested to do so by said Authority.
The State Roads Commission is further authorized to build the approaches
to the Bridge out of any of its funds that may be available for such pur-
pose, supplemented to the extent that may be necessary by funds provided
by the Authority under the provisions of this sub-title.

103. The provisions of this sub-title are subject to all valid and appli-
cable provisions of the laws of the United States concerning bridges over
navigable waters in the United States.

104. If any section, clause or provision of this sub-title shall be uncon-
stitutional or be ineffective in whole or in part, to the extent that it is not
unconstitutional or ineffective, it shall be valid and effective and no other
section, clause or provision shall on account thereof be deemed invalid or
ineffective. In so far as the provisions of this sub-title are inconsistent
with the provisions of any other act, general, special or local, the provisions
of this sub-title shall be controlling.
