1104 ARTICLE 81.

providing the destitute and unemployed inhabitants of such entity with
assistance, food, shelter, supplies, necessities and other relief, either alone,
or in conjunction and cooperation with the State or Federal Government,
(b) For the general protection and preservation of the peace, safety,
health and welfare of the State, and each entity thereof borrowing money
or incurring indebtedness under the provisions of this sub-title by pro-
viding work and labor for the destitute and unemployed residents and
inhabitants of such entity; such work and labor to be provided either as
a part of a general State or Federal Governmental plan or to be under-
taken by such entity alone.

1933 (Special Sess. ), ch. 91, sec. 201.

201. (a) That a county shall avail itself of the provisions of this
sub-title in the following manner: There shall be duly passed by the
County Commissioners a motion or resolution stating in substance that
the County has determined to avail itself of the provisions of this sub-title,
and binds itself to fulfill all obligations incurred under this sub-title.

(b) That an incorporated town or city shall avail itself of the pro-
visions of this sub-title in the following manner: There shall be passed or
enacted by the governing body of such entity a motion, resolution or ordi-
nance stating in substance that such entity has determined to avail itself
of the provisions of this sub-title and binds itself to fulfill all obligations
incurred under this sub-title.

1933 (Special Sess. ), ch. 91, sec. 202.

202. That each county, incorporated town or city, except the Mayor
and City Council of Baltimore, be and it is hereby authorized and em-
powered to issue its individual notes, certificates of indebtedness or other
evidence of indebtedness for any sum or sums borrowed or indebtedness
incurred under the provisions of this sub-title.

1983 (Special Sess. ), ch. 91, sec. 203.

203. That the County Commissioners of each County, or the govern-
ing body of each incorporated town or city as the case may be, shall deter-
mine, subject to any and all limitations contained in this sub-title the
following:

(a) The manner, method, means and conditions by which an indebted-
ness shall be incurred, or money borrowed under the provisions of this
sub-title;

(b) The kind and character of obligations which shall be issued under
the provisions of this sub-title;

(c) The form and substance of any and all obligations issued under
the provisions of this sub-title;

(d) The rate of interest which any and all obligations shall bear under
this sub-title;

(e) The manner, method of means of sale, both private or public, of
any obligations issued under the provisions of this sub-title;
