PREFACE.
This is the first edition of the Code of Public Local Laws of Maryland
since the adoption of the 1888 Code of Public Local Laws of Maryland.
The numbering of the Articles has not been changed, except the addition
of Article 1A for the City of Cumberland, this Article being numbered
1A by Chapter 96 of the Acts of 1922, revising the Charter of the City
of Cumberland:
The editor has not undertaken to analyze the opinions of the Court of
Appeals relating to local laws but has merely given citations to cases where
local laws were involved.
For the convenience of those who are primarily interested in using the
Code of a particular County, it was decided to place the index at the end
of each Article.
The references above the sections of the local codes of Anne Arundel,
Baltimore, Frederick, Prince George's and Worcester Counties are to the
special codifications of the laws relating to those Counties and are given
for the convenience of those who have these special codifications.
The editor is greatly indebted to the gentlemen who prepared these local
codes for permission to use their codifications in preparing this edition
of the Code of Public Local Laws of Maryland and he hereby desires to
express his cordial appreciation to Ridgely P. Melvin, Esq., for permission
to use his 1914 codification of the Local Laws of Anne Arundel County;
to Judge T. Scott Offutt, for permission to use his 1928 codification of the
Local Laws of Baltimore County; to George R. Dennis, Jr., Esq., for per-
mission to use his 1918 codification of the Local Laws of Frederick Coun-
ty; to Marion Duckett, Esq., and Thos. Van Clagett, Esq., for permission
to use their 1912 codification of the Local Laws of Prince George's County,
and to John W. Staton, Esq., for permission to use his 1920 codification
of the Local Laws of Worcester County.
The editor also wishes to express his appreciation of the faithful and
valuable assistance of Misses Ella S. Hitchcock, Margaret E. Coonan and
Nellie M. Webster.
