highway or alley, file with the Bureau of Plans and Surveys a copy of
a plat, in such form as may be approved by the Bureau of Plans and
Surveys, of the proposed development and give in detail the proposed
streets, highways or alleys. If such a plat has been recorded in the Clerk's
office of the Superior Court, it.shall be the duty of the person, firm or
corporation to file with the Bureau of Plans and Surveys a certified copy
of such plat.

85C.* The Bureau of Plans and Surveys shall determine and fix the
number of every new building, and shall have power, in order to correct
mistakes and avoid confusion, to change existing numbers, provided that
each new number or change of number is reported to the owner or occu-
pant of the building.

85D.* New public streets, highways and alleys shall not be designated
by names until such names have been approved and determined and fixed
by the Bureau of Plans and Surveys, and entered upon its proper plats
and records. Whenever any private street, highway or alley is dedicated
for public purposes and such dedication is accepted, or whenever the title
to any private street, highway or alley is conveyed to the Mayor and City
Council of Baltimore, the Bureau of Plans and Surveys shall give such
street or highway a name by which it shall be known thereafter on all
official records of the City of Baltimore. It shall be the duty of the
Bureau of Plans and Surveys to recommend to the City Council from time
to time changes in the names of existing public streets, highways and
alleys to the end that duplication of names may be eliminated and con-
fusion avoided.

85E.* Should any section, part, paragraph, sentence or phrase of this
ordinance be declared invalid for any reason by any court having jurisdic-
tion, such declaration shall not affect the remainder of this ordinance, but
the same shall remain in full force and effect as if the invalid section, part,
paragraph, sentence or phrase had not been ordained herein.

86. The Highways Engineer, who shall be the head of the first sub-
department of Public Improvements, shall be appointed by the Mayor
in the mode prescribed in Section 25 of this Charter, and hold his office
