31A.* The Mayor and City Council of Baltimore shall have power to
provide by ordinance at any time within a period of two years from the
date of the adoption of this section for the re-organization of the several
municipal offices, boards and commissions embraced in Section 31 of the
Baltimore City Charter, or in any other section or sections of said Charter,
or in any Public" Local Law in force in Baltimore City, or in any ordi-
nance of the Mayor and City Council of Baltimore, and in order to
co-ordinate the same to organize, reorganize and abolish any municipal
office, board or commission and/or consolidate the same with any other
municipal office, board or commission and provide for the several duties,
powers and functions thereof, and/or the transfer thereof, in whole or
in part, to or with any other municipal office, board or commission. All
provisions of the Charter of Baltimore City and all Public Local Laws
inconsistent with the provisions of this section are hereby repealed to
the extent of such inconsistency.
Nothing in this section shall be construed to apply to the Public Im-
provement Commission for the City of Baltimore, as established by Ordi-
nance No. 376 of the year 1920, or to the City Service Commission of
Baltimore, as established by Section 203-A of the City Charter.
31B.* The Board of Estimates shall have power to increase or de-
crease the salaries of all municipal officials, except the salaries of the
members of the Board of Estimates, provided the amount of such increase
