and City Council of Baltimore, of the deeds mentioned above, all obliga-
tions and duty upon the part of either the owners of said Green Spring
Avenue Road or of the public authorities of Baltimore County, to keep
or maintain said road in repair, shall cease, and from and immediately
after said time, the sole obligation to keep and maintain said road-bed
in repair, shall rest upon the Mayor and City Council of Baltimore. The
Board of Park Commissioners, as herein provided for, shall have all the
rights, powers and authority as are specifically set forth in this para-
graph of this section and elsewhere in this Charter, and all rights, powers
and authority are hereby granted to the Mayor and City Council of Bal-
timore to make such other and further rules and regulations as it may
deem proper for the maintenance of all parks and squares within the
City of Baltimore not inconsistent with this Charter.

The park fund under existing laws is to be applied to park purposes only and to
be expended and distributed for such purposes by the Board of Park Commissioners.

The Mayor and City Council of Baltimore is hereby authorized and
empowered to reduce, by ordinance, from time to time, the tax on the
gross receipts of passenger street railway companies, which tax is now
imposed under the provisions of Chapter 229 of the Acts of the General
Assembly of 1882 (Sec. 797 of this Article); provided that said reduc-
tion or reductions shall not impair the right of the Mayor and City Coun-
cil of Baltimore to collect so much of said tax as may be necessary to
meet its obligations under the provisions of Chapter 338 of the Acts of
the General Assembly of 1904, and ordinance of the Mayor and City
Council of Baltimore No. 228, approved March 20, 1905.

To appropriate a sum of money annually for the relief of disabled and
superannuated members of the police force of Baltimore City, and for
the relief of widows and children of policemen who may be killed in the
discharge of duty.
