772 ARTICLE 3.

suant to this Act it shall be held to include every automobile and motor-
cycle and every wagon, carriage, omnibus, push cart, bicycle and other
conveyance (except baby carriages) in whatever manner or by whatever
force or power the same may be driven, propelled or ridden, which is or
may be used for and adopted to pleasure riding or transportation of pas-
sengers, baggage, merchandise or freight upon the public highway; and
all commercial stands whether on wheels or otherwise, and every draught
and riding animal, excepting that an animal or animals attached to any
vehicle shall with such vehicle constitute one (1) vehicle. The term
"vehicle" shall not be construed to include street railway cars except as
to obeying all traffic signals of police or signal lights.

665. All laws or parts of laws and all regulations in conflict with the
provisions of this Act are hereby annulled to the extent of such conflict.
And all laws or parts of laws and all regulations not amended or super-
seded by this Act shall remain in full force and effect.

1927, ch. 258, sec. 14. B. Co. C. (1928), sec. 666.

666. Any person violating any provisions of this Act or any rule,
order and/or regulation passed by the Board of 'County Commissioners
pursuant hereto shall be deemed guilty of a misdemeanor and upon con-
viction thereof before a justice of the peace of said county shall be fined
for each and every offense any sum not less than one dollar and not exceed-
ing twenty-five dollars; but any person so convicted of any offense under
this Act shall have the right to appeal from the judgment of such justice
of the peace to the Circuit Court for Baltimore County and such Court
on such appeal shall hear the case de novo; provided, however, that such
appeal be taken within ten days from the data of judgment. Upon appeal
being prayed as aforesaid, it shall be the duty of the magistrate to endorse
upon the papers "appeal prayed" and transmit the same to the Clerk of
the Court as aforesaid. It shall not be necessary in such case for the
Grand Jury to find either presentment, or indictment, nor shall formal
pleadings be required, but the trial of all such oases on appeal shall be had
upon the original papers transmitted to said court by the justice of the
peace, the defendant or traverser upon such appeal being entitled to have
a jury trial. In the event of such appeal, the judgment or sentence so
appealed from shall be stayed by the giving of security for appearance at
the next succeeding term of the Circuit Court for Baltimore County, but
in case such security be not given, the fine and costs imposed shall be paid,
and the same returned to the party paying the same in event of a reversal
on appeal.
