originated in said court; provided, however, that this section shall not
apply to the orders of the County Commissioners of Baltimore County
in the matter of the removal of road supervisors or other appointees or
employees for cause, the matter of awarding contracts for labor or mate-
rials or other matters in which powers of discretion are vested in them
under the provisions of this Act.

606. The County Commissioners of Baltimore County shall have the
power to issue subpoenas for witnesses, and the president thereof shall
have power to administer the oath to any witness who may be examined
before the said County Commissioners; said oath to have all the qualities
of an oath taken before any other judicial tribunal or officers, and viola-
tions thereof to be punishable as other perjuries are punishable; and the
said County Commissioners shall have full power to give judgment in any
hearing before them as to costs, which judgments shall be enforceable in
the same manner as other judgments for costs rendered by competent
tribunals.

607. Said County Commissioners shall have the power to require all
notices provided by this Act to be given, or which it may be necessary
to give in the course of any of their proceedings, to be served by any of
the constables of Baltimore County and to allow the sum of forty cents
and no more for the service of every such notice; and any constable fail-
ing to serve any such notice or making any false return as to such service
shall be punishable as for other similar violations of duties required by
law to be performed by him.

608. Nothing in this Act shall be taken or .construed to affect any
action, contract, act, default, tort or negligence which does now or may
hereafter, prior to the passage of this Act, exist, nor any right or rights,
privilege or privileges growing out of or incident to the same, but all such
rights, privileges, shall remain unimpaired and may be enforced against
the County Commissioners to the same extent as they could have been
enforced against the Highways Commission of Baltimore County; and
all actions or rights of action, contracts, rights or privileges which have
accrued or might or could accrue to the said Highways Commission of
Baltimore County prior to the passage of this Act shall be vested in the
County Commissioners of Baltimore County, and all new actions insti-
tuted in connection therewith shall be in the name of the County Com-
missioners of Baltimore County, and all existing actions to which the
Highways Commission of Baltimore County may be a party may be
amended by making the County Commissioners of Baltimore County a
party in the place and stead of said Highways Commission.
