1927, ch. 100. B. Co. C. (1928), sec. 601.

601. The Roads Engineer of Baltimore County shall have the power

and authority to approve in writing the general plan of streets, avenues
and highways which may be adopted by the County Commissioners of
Baltimore County, or as any plan so adopted may be amended. Said
Roads Engineer may formulate a general plan of laying out and locating
streets, alleys and highways in Baltimore County, and recommend the
same to the County Commissioners of Baltimore County, who, if they
approve the same, are authorized to accept and adopt it as a general plan
for the location of streets, and ways in said territory, and no avenues,
streets, alleys, roads or ways in Baltimore County within three miles of
the boundary line of Baltimore City, shall hereafter be opened, estab-
lished or condemned, nor shall the dedication of the same be adopted,
nor sewer or water pipes laid therein, unless the same, including align-
ment and established grades, shall have been approved in writing by the
said Roads Engineer of Baltimore County, or unless the same shall con-
form to the general plan and grades of streets, alleys and ways which may
be adopted for said territory by the County Commissioners of Baltimore
County, or as any plan so adopted may be amended.

602. The County Commissioners of Baltimore County shall make no

contract for work or materials of any kind to be done or furnished in
connection with any of their duties under this Act for an amount exceed-
ing two hundred dollars in amount, without requiring the party contract-
ing to do such work for furnishing such material to give a bond, with secu-
rity to be approved by the said County Commissioners, for the proper
performance of such contract and shall make no payments on account of
such contract unless the Roads Engineer of the county shall approve the

-same.

603. The County Commissioners of Baltimore County shall have full
power to agree and contract with owners of land or materials, the use
of which may be required in connection with the opening of any new
road, the construction or repair of any bridge, the relocating, straighten-
ing or widening of any road, the proper drainage of the roads of the

county or in connection with any other of its duties under this Act, and
if they be unable for any reason to agree with the owners of any such
land or materials, the use of which is required for any such purposes,
said County Commissioners of Baltimore County may proceed to con-
demn the same under the provisions of the law relative to condemnation
by corporations, municipal or otherwise, as fully as though they were the

corporation named in the several sections of said laws.
