as hereinafter provided for; that said special annual levy shall be col-
lected as other taxes are collected, and is not to exceed the sum of twenty
cents on each one hundred dollars of the whole assessable property situated
and located within the limits of the village of Reisterstown, Baltimore
County, which for the purpose of this Act, are thus described, to wit:
A strip one thousand feet in width measured five hundred feet on each
side of the center line of the Baltimore and Reisterstown Turnpike be-
tween Woodley Avenue on the south and at the intersection of the West-
minster and Hanover Turnpikes on the north.

569. The said special taxes, when so collected, are to be paid over to
the Treasurer and Collector of Baltimore County, to be used exclusively
for the laying of sidewalks, curbs, gutters and sewers and other improve-
ments in said Village of Reisterstown; that the total of all such improve-
ments undertaken for any one year, is not to exceed the amount of annual
special levy; that all such improvements are to be made on the written
application ordered by the Men's Club of Reisterstown to the Board of
County Commissioners of Baltimore County; that all contracts, amount-
ing to over fifty dollars are to be let on a competitive basis, to the lowest
responsible bidder, and executed according to the grades and specifications,
and under the supervision of the Chief Engineer of the State Roads
Commission of Maryland, provided that the levy herein provided for,
shall be made of twenty-five or more taxpayers, residents of said Village
of Reisterstown, as herein described, shall petition the Board of County
Commissioners asking for such special levy to be made.

570. Whenever such petition is filed, the Board of County Commis-
sioners shall give notice of the filing thereof, by publication in two news-
papers published in Baltimore County, for two successive weeks, imme-
diately following the filing of such petition, and if a petition prior to
said annual levy objecting to such a special levy, signed by an equal
or larger number of taxpayers, residents of said Village of Reisterstown,
representing a larger amount of taxable property therein than by the par-
ties petitioning therefor, then the said Board of County Commissioners
shall not make such additional levy for that year.

571. The Board of County Commissioners of Baltimore County, at
the time of the annual tax levy for this year and each succeeding year,
are hereby authorized, directed and required to make a special annual
levy of such amount as may be mentioned in the petition hereinafter re-
ferred to on each one hundred dollars of- the whole assessable property
situated in the Village of Relay, in Baltimore County, to be collected as
