they shall be made applicable.

525. The President of the Board of County Commissioners of Balti-
more County shall be the President of said Examining Board and the
Chief Clerk and Auditor of the County Commissioners of Baltimore
County shall act as Secretary to said Board and shall keep a full and
correct record of its proceedings and of the lists prepared by it, which
shall be open to public inspection and perform such other duties- as may
be required of him by said Board of Examiners.

526. Each of said members of said Examining Board shall in addi-
tion to the oath appertaining to their respective office take the further oath
or affirmation that in examining candidates for promotion or appointment
they shall not be affected by any influence or consideration except the
physical, moral and mental considerations of the persons examined.

1920, ch. 164, sec. 138D. B. Co. C. (1928), sec. 527.

527. The Board of County Commissioners of Baltimore County shall
be the trustees of the special fund hereafter mentioned. The Treasurer
of Baltimore County shall be the treasurer of the fund and he shall pay
over and account for all moneys and property which shall come to his
hands as such treasurer. Such trustees shall have charge of and admin-
ister such funds and from time to time invest the same or any part thereof
as they shall deem most beneficial and they are empowered to do all such
things as are reasonably incident to the full and complete discharge of
their duties under this Act in reference to said fund. The said trustees
may and they are authorized and empowered from time to time to estab-
lish such rules and regulations for the disposition, investment, preserva-
tion and administration of the special fund as they may deem best.

528. The moneys, securities and effects of the special fund and all
salaries granted and payable therefrom shall be and are exempt from exe-
cution and from all process and proceedings to enjoin and recover the
same by or on behalf of any creditor or person having or asserting any
claims against or debt or liability to or against any shares of said fund.
Any person who shall wilfully swear falsely in any oath or affirmation
in obtaining or procuring any share or payment from said fund under
the provisions of this Act shall be guilty of perjury.

529. The said special fund shall consist of:

1. All fines and forfeitures imposed by the County Commissioners
of Baltimore County upon any member or members of the Police De-
